Any Middle-Eastern person you encounter who either annoys you or bothers you in any way.
Today I was playing basketball in my driveway. I went to get a drink and when I came back my basketball was missing. I assume a sand burglar stole my basketball and deep fried it for dinner.
A person or person's from a Muslim country that has a high percentage of radical Islamist's. The person is not necessarily Islamic, but there is a high likelihood that the individual is. This phrase is also used in reference to ISIS and other Islamic groups.
1. With the influx of refugees from the middle east into France there are sure to be a few Sand Pirates in the population.
2. As the hummer drove over the Rubble hill, sand pirates jumped out from behind a bush. They ran with a suicide vest toward the soldiers yelling "Allah Akbar" the hummer machine gun shoots at the sand pirate causing an explosion. The hummer drives off..Noone likes a sand pirate.

1. A nautical Expression. Pack Sand originates from the onerous task of filling (or refilling existing) sands bags used for ballast. On sailing ships "sand packing" was done in the bilges. In the days of sail the bilges contained all types of wastes including but limited to fecal material, dead animals and other effluents. Also see pound sand
2. A seafaring insult. When one was told to "pack sand" it was considered a huge insult often resulting in a heated exchange of salty language.Also see pound sand

British Army slang in use before the Second World War, a sand rat is a whore, hooker or prostitute in a seaside town. They became known as sand rats because, like rats, they only came out after dark and would take their clients down to the beach for sex on the sand.
A British squaddie going on leave might say to his mates, "Right, I've got me 'water wings and calamine' and I'm off to play with the sand rats."
Note Water wings and calamine referred to condoms and barrier cream issued to soldiers to try to reduce the risk of them contracting STD.
