This is a barely coherent utterance of words that are seemingly random. This is a term mostly used by ethnic groups when they need a phrase to react with. It seems to be somewhat related to the "WHAT ARE THOOSEE" meme.
The act of both glorifying and humiliating a person, repeatedly, for their taste in shoes. Eventually reaching a point where they fain chopping of their feet to be rid of you.
