About the softest ground you can stand on without sinking (though it can liquify during an earthquake). Mud isn't mostly intact rocks, but if it was soft, people would be in it up to their armpits. For most people, rocks and rock formations they can see on the surface are their definition of hardness.
Sand is about as soft as the ground gets, but even sand doesn't give much way without the ocean, wind, or a bulldozer/backhoe coming in to move it from where it was.
