They're also good at outsmarting a district attorney that really doesn't want to successfully prosecute a cop, since nobody wants to be the one (crazy enough) who does. District attorneys want to successfully prosecute people they know they have a good chance of making a charge stick around for a while. Interestingly enough, trying to prosecute cops lowers their conviction rate, so you'd think they'd try to do a better job at it.
