The 100,000th post (called a GET) on 4chan.org. It's also commonly referred to on YTMND.com, a website notorious for using memes and fads from 4chan. On YTMND, the phrase is in a speech bubble uttered by Ronal McDonald while riding in a car with the background zooming by. Several version of this have been made with other characters in other vehicles.

A person who boasts and make himself appear awesome over the internet by stating comments such as 'I'll beat your ass if I ever see you IRL' and being generally what they think can be described as 'bad-ass'. This is made possible by the privacy of the internet and where there is absolutely no chance of this person ever meeting the one he threatens.
Most of these people are actually socially awkward virgin males with no life.

Rules of the Internet is a list of protocols and conventions, originally written to serve as a guide for those who identified themselves with the Internet group Anonymous. The list serves as a summation of popular catchphrases and axioms commonly associated with 4chan. Since there are numerous drafts and editions in circulation, the rules fluctuate in number and the validity of each rule remains debatable. Despite this, several of the rules including Rule 34 and Rule 63 are agreed upon across internet communities.
The idea of making a set of rules, similar to Netiquette for 4chan users, was initially talked about on Anonymous-related IRC channels before an entry was submitted to Encyclopedia Dramatica sometime in late 2006 and archived on January 10th, 2007. The entry was highly debated on its discussion page as well as the site’s forums. At the time of the archival, there were 18 rules in the entry, despite it mentioning that 48 existed.

A guy who frequents the internet just for sex hook -up's and has no interest in a relationship of any kind except sex. To them the internet becomes a tool to a giant black book or a bordello to get some action from as many as they can.
