This phrase is an odd variation from the regularly used phrase "that sucks". There are two main definitions of this:
1) in literal terms, putting your mouth to an anus and quickly inhaling, causing a stream of air to be pulled into your mouth from the anus.
2) in slang terms, to be bad. This is how the phrase is most commonly used, and tends to be more intense than the usual "that sucks." "That sucks ass" is like adding a "really" to it.
"She sucks ass!"
"Wait, seriously?"
"Not like that, man"
"Oh..."

A take on the word jankey, meaning messed-up, broken down, cheap, ghetto, busted, wrong, or fucked-up.
"Did you see that dude's jankey-ass teeth!?"

"Who does that jankey-ass bitch think she is?"

A derrogatory term used to refer to one who is like an anal itch that you can't quite get rid of. More directly, it compares an extremely annoying person (usually a pestering co-worker) to a small burrowing insect that has made its home up your ass.
The term itself was most famously coined in a fit of rage by one Mat Noguchi, the notoriously hostile tools developer for Bungie Studios (creators of the Halo video game franchise).
Bill (for the millionth time): "Hey Nick, do you have those reports ready for me yet?"
Nick: "GODDAMMIT BILL! FOR THE MILLIONTH FUCKING TIME I WON'T HAVE THE REPORT DONE TILL FRIDAY! GOD YOU ARE SUCH AN ASS-WEEVIL!!! I HOPE YOU DIE!"
