Anime are animation based or not on a manga, it can also be adult animation, which is called hentai, but was called H anime a long time ago. In japanese H mean many thing that lead to sex.

The japanese word for cartoons. If those japanese cartoons are dubbed or translated into english it is no longer considered anime.
When translated into english by companies like 4Kids or Funimation, most of the blood scenes, cigerettes, and other stuff are removed or replaced, (example: Sanji's cigerette from One Piece anime is replaced by a lollipop). It is also considered to be trash if dubbed into english by many anime fans.
In Japan, anime is watched by mostly teenagers rather than in America cartoons are watched by children. So when companies like 4Kids or Funimation translate the anime, the words they say are changed and made more childish. (example: Naruto says "believe it" like 5 times in every episode, in japanese he nevers says "believe it" or anything like that)

Amimation memes are short videos that usualy loop and most of the times dont even have anything to do with a meme and is neither as funny as a meme nore is it funny in any way. animation memes tend to sometimes be extremely edgy and usualy it is so edgy that ypu dont know what is happening in the video
