It refers to the Tsuukin Teikiken, or set-period commuter rail pass, which allows users to freely get on or off the train at any stop along their normal route to work for a fixed fee. Unfortunately, the section of the term that has become part of Nova jargon simply means "set period," which renders its usage meaningless to those outside the company.
