Term used to describe how quick one is on something. Much like the term stink on shit or white on rice. Whalen on a penny refers to the cheapness of a Dick Smith named Jeff. If one were to let a penny fall from their hands it would never hit the ground in the presence of Jeff.

Tom Penny (born April 13th 1977) is a professional skateboarder from Oxford, England.
He is very well known for his natural abilities in skateboarding. Tom has a very smooth, calm and almost effortless style of skateboarding that amazes anyone who watches.
He is currently on the Flip team along with other fellow pros such as Geoff Rowley and Rune Glifberg. His other sponsors include KR3W Clothing, Supra Footwear, Fury Trucks, Odessa Wristwear and Active Mailorder.
Tom has managed to stay out of the spotlight and big time fame of the skateboarding world, and for many years lived in St. Victor, France. He would rather be known as a legendary skateboarder, known for his style, and for breaking boundaries in street skateboarding, rather than someone who is overly commercialised such as Bam Margera and Ryan Sheckler.
Tom currently has a wife and a son (Nicholas) who was born in April 2003.

2. A person or thing which is unpleasant, disreputable, or otherwise unwanted, especially one which repeatedly appears at a bad time.
A bad penny always comes back.

From an old British expression (thus "pound" instead of "dollar"); the original reference was probably to theft (though this is not certain), saying that being arrested ("taken in") for stealing a small amount is just as bad as for a large amount, so you may as well steal a lot and hope to get away with it.
An equivalent expression is, "As well hanged for a sheep as a lamb", where it's implied that you are stealing the animal. If the punishment for failure is the same, you may as well try for the largest possible reward.
The phrase is often misused with reference to a punishment that is out of proportion to a crime, but this is not the actual meaning.
