A colourful and cheerful word, often used to describe a person who is bubbly and 'not like other girls'. They can be quite annoying and they're also desperate to be the centre of attention. Also used to describe something colourful that stands out and is fun looking.

Someone who thinks they are cool or unique because of a set of traits or interests but in reality those are common and very special
A quirky person: I love staying home while everyone my age goes to the movies and parties.

But in reality alot of persons of similar
age likee to stay home and not go to parties, thus that person is not unique as they think they are.
Someone whom's behavior is identical or similar to that of Chloe, In case you don't know she is this really cool person that you should adore and want to hang out with.
