When you are too excited that you wanna puke yet so afraid and you wanna cry. You could not decide which one to do and turns out doing both at the same time.
Used when you are very excited but so scared at the same time. Some will use it simply when they are too sad and that they wanna cry so they use this word to emphasize the level of crying.

The first of two principles contained in the "Just War Theory," Jus Ad Bellum and Jus In Bello. Jus Ad Bellum in Latin means "The Law to War."
