There are a number of different defintions for this phrase:
1) Possibly the best known, someone, male or female who indulges in cunnilingus also know as muff diving.
2) Someone, usually a small child but can be an adult, who is prone to temper tantrums, throws themselves to the ground and bites the carpet.
3) Someone who is extremely eccentric, or even clinically insane, who is prone to do things that range from slightly strange to outrageously weird.
4) A derogatory name for a person with learning difficulties, similar to window licker.

A man with lots of hair on his body. He is oftin confused for a warewolf or a jew, but is simply a very hairy man. Rug Men wont take off thier shirts at the beach and oftin times are very insecure. They come in many different colors and sizes. No rug man is alike and most dont like it when you pet their hair.

A picnic rug used exclusively for outdoor sexual encounters. Pioneered by an Australian manufacturing technician, struggle rugs are starting to gain popularity in the Murray river area of NSW/VIC. A thick and heavy patterend cardigan, as rocked by stoners and associated social groups. The tripper rug offers the perma-baked warmth and comfort as well as some psychological security whilst venturing into the world to forage for supplies, or heaven forbid, to occasionally do something productive.
A classic example of the tripper rug and its wearer would be the dude (Jeff Bridges) in The Big Lebowski.
