A bounty hunter of sorts. Could be male or female. Someone who goes after and collects a debt from those unwilling to pay up and does so with swift precision and expertise. It is an old term that has in more recent years had its origin changed due to a movie of the same name of which is is now also associated with.
My lawyer is like a bone collecter. He went after the debt that was owed with the vengeance of a bone collector and never broke from the mission.

This is a comical way of saying that someone has weird, solitary habits or obsessions.
Smedrick was an odd, little guy who often thought about his passion as a nostril hair collector.
A Person who works extensively with a Cruise Director (a/k/a Social Planner) to find out his/her group's social plans, but does not, and never intended to, actually participate. Generally does this simultaneously with many different Cruise Directors to ensure his/her being included in several concurrent events.
The Plan Collector may run an internal algorithm to determine the "most fun" event, and go with that, or simply do nothing, resting assured that they could have done "something". May resurface, possibly years later, to ask how it went, and get details of the next event. Long term use of collected plan data is unknown and suspicious.
