A person who is morally deficient is someone who walks the legal line staying in the boundary of the law but teeters on the edge of committing a crime against another person making their life a "legalistic" one as opposed to a "moral" one, which if truly lived would need no laws to apply.
Legally he did not commit rape because he had sex with someone above age who reluctanly consented but he committed moral rape and/or is morally deficient because she was not a 100% willing to consumate the relationship.
