A pair of pants cut above the knee normally with a front pleat and using the same or similar material as regular business pants or slacks. These are totally acceptable to wear in an office environment in summer normally dressed up with a blouse or collared shirt. Or alternatively girls can wear with leggings in winter.

Sounds like a believable excuse to some people except some stores were already putting signs on their doors saying they would open later than the usual time they open, or that they wouldn't be open at hours they were usually open long before the pandemic began, when staff was abundant.
Short staffing isn't what's keeping some businesses closed.
