It's the male equivalent of a woman being called a "c*nt". Unfortuantely this is a word that has been co-opted by females to insult and punish men who they deem to be unattractive for "daring" to have the nerve to talk to them or approach them. Basically today's definition of "creepy" is anything an unattractive man says, thinks or does. For many women it's not enough to reject a guy - they need to punish him and humiliate him for being too short, too bald or too ugly by attacking his character like this.

Misused: That guy who said Hi to me is so creepy!
Proper: There is this really creepy boy 12-year-old boy named Hunter in my school. His smile looks like a killer/rapist and he makes cat noises to the girl he likes, and he does and says perverted things.

A socially unacceptable act usually ending in several others acting strangly towards the perpetrator.
Something a person does in total disreguard to social norms.
When a relationship has been over for half a year and a girl drives 10 hours to stay with her ex's parents while he is away, "accidentally" forgetting he is supposed to come back during your stay. Upon returning, the ex is alarmed and makes an attempt to ignore/avoid the girl, which causes her to not understand, become angry, and continue her stalking. The girl finally gets the hint and embarks on her 10 hour journey home just to complain and act suprised about the ex not graciously accepting her creepy stalk mission.
That was a creepy move.
