Used in Australia, particularly amongst military and emergency services circles, to describe a person who tries to, and at the same time actually believes that they, fit in with and are liked by the people around them, when in fact everyone thinks they are a pathetic loser, weirdo, tryhard, dumbcunt, fuckwit, or all of the above.

*Cop covers the interior of his car in random morale patches.
Belter cop's thoughts: "Everyone likes and respects me as a professional police officer."
Every other cops' thoughts: "What a fucking belter."
