To inform on someone who committed an unacceptable or illegal act. Back in the day, phones in booths cost ten cents for a call. A caller would drop a dime into the coin slot to make a phone call to the police.

To rat someone out, usually relating to marijuana. Dime meaning they would receive a ten year prison sentence.
