A play on words to indicate someone over their head. Unware of what to do because of poor qualification. As in "you are doing a heck of a job Browny". Named after Michael D. Brown former under Secretary of Emergency Preparedness and Response who was in charge FEMA when they botched the New Orleans response to hurricane Katrina
