It means "can you not?", except from the 'kaneki' part which is usually added just for fun.
Not entirely too popular and is more known as "Ken you not?"

Kaneki was a weakling at first but then met a girl name risa and his life was changed forever.... though at first he didn’t except his ghoul side but then he did and that’s when he finally became the best. For some reason he got a girl named touka pregnant even though how bad she treated him. He had a kid with that girl but never got the chance to see that kid...

A hot ass!!! Ghoul that was first a weakling... an over powers anime character that made everyone want more and more seasons. A strong guy that could scare you with just a look. A dude that married a bitch named touka and got her pregnant🙄.... it’s the black reaper kaneki for me🤤

To pull a ken kaneki is when a weakling/cowardice character (usually the main protagonist) has taken so much abuse that he eventually just snaps and becomes a total badass.
That character pulled a ken kaneki and just massacred all those people with no effort!
