Underwear that has lost the will to stay up. It’s so old and dilapidated, that it threatens to (or indeed actually does) fall down and sweep the pavement. The act of pavement sweeping is when one keeps walking with the aforementioned undergarments around their ankles.

When you bust on the floor the proceed to flip the female upside down and mop it up with her hair.
