Often thought of as the other use of 'scene kid' which refers to kids with brightly coloured teased hair, a lot of neon bracelets, Converse shoes and Blood On The Dance Floor but the term is much more broader. Any punk, emo, prep ect. can be considered a scene kid if they follow local bands or even touring ones.
