'Litty' means really fun and wild, usually used to describe a good kind of crazy person or a loud , raucous party.
Cool Dude: "Did you hear about the party on Bianca's roof the other day?
Other Dude: "Naw, I didn't. How was it?"

A horrible term used by teenage girls trying to be more like boys to get closer to them so they can be with them more.
