A person used to cash fake checks. The person is usually given a very small amount of money for their part in the scheme. At the same time, the Guinea Pig takes all the blame if caught since they are the ones on camera and the fake checks are typically made with the Guinea Pig's real name. Since the person knew they were committing a crime in the first place, they can't go to the authorities to report the real culprits for fear of getting caught.

Also, if the victim tries to report the scam, there is a low chance the authorities will believe the victim since it's hard to prove they didn't know the check was fake.
