The target usually has no awareness of what the reason is or what prompted the reasoning. The target usually can not change whatever prompted the harasser's reasoning. Micro-harassment is often undectable to anyone who isn't experiencing it presently or experienced it previously. Micro-harassment is detrimental to a target's mental, physical, and emotional health.
HR doesn't understand the I am the target of Micro-harassment because they don't recognize the ongoing micro-aggressive comments that are rampant within department meetings.
