When a person has a romantic interest in you, or cares for you, and you make that person give you money and/or gifts in order to prove themselves to you. You have Billed that person. You are engaging in the act of Billing. Sometimes a person that is billing you will tell you of a dilemma or unfortunate situation, and then proceed to ask for a “Favor” or ask for “Help”.
Most people won’t say: “hey, prove to me that you care for me and give me money to solve my problem”. Rather, it is implied when the favor is asked for, and we subconsciously get the message. If you truly like and care for a person, you will feel an urge to comply even though you might know that their story is bogus.
I wouldn’t mind calling my old high school buddy to check on him more often because I truly care. However, I don’t feel like getting billed. I have my own problems!

Though he seems like a man for all the ladies, he only has one special woman he wants to give his heart to. He's very protective over those he loves. He definitely likes to take the lead in all he does, and more than likely will be a Pastor, or some kind of leader for the country, state, or county... Bill is so full of passion, that it radiates through his raw energy, and will intimidate some, who are not use to it. If you're lucky enough to come across Bill, keep him around. He's very loyal, and cares deeply, and will always stand by your side.
