The phrase used by George Bush during his campagin to show his more affectionate side. It's like a redneck shooting cans with a paintball gun rather than a rifle to be more affection. To get a better understanding read the story of the lions:

Compassionate conservative- Americans are hopeful that in Bush's second term, the compassionate side will kick in.

Fake Conservatives ADORE emotionally potent, oversimplifications of the issues and hold fast to a pathetic "team spirit" tribalistic attitude at all costs. Fake Conservatives worry not about sadistic social policies, only that they identify as Conservative, and to Hell with everyone else.
A Fake Conservative blindly supports individuals who have tended to vote against human rights, national sovereignty and personal freedoms.

However, they also acknowledge the need for certain government programs and regulations to address pressing environmental challenges and income inequality. They like shooting guns.

The conservative belief is that they pulled themselves up by their bootstraps, so should others beneath them on lower rungs of the economic ladder.
The cappuccino conservative (CappuCon) turns a deaf ear to the plea for supporting efforts to raise the minimum wage because he worked hard for his six-figure salary and believed others should do the same. The cappuccino conservative also is not supportive of United Way efforts because too much of the money goes to programs for people on the other side of the tracks.
