Use of "heck of a job" generally means the speaker does not have the guts (wherewithal) to speak directly, and so "softens" the phrase "hell of a job" in a euphemistic attempt to act like an everyday, regular, run-of-the-mill person.

Bush, in order to appear to be a Populist, says one of his staff is doing a "heck of a job," we wonder why he doesn't just say the guy is doing a "hell of a job." "heck-care" is a phrase with a similar meaning to "heck if I care" but with a slightly more flexible syntactical role. It is possibly derived from such phrases as "heck if I care" (See also: wordsense-dot-eu/heck-care/). It is used by some Singlish speakers. The phrase is often part of an informal tone/register. Depending on the context and inflection, it may be received with either understanding or offense.
P.S.: It is possible that "heck" is mistranscribed as "hack" in the UrbanDictionary definition for "Hack Care", or vice versa. This article(answers-dot-com/english-language-arts/What_is_heck_care) claims the phrase to have the opposite meaning than that described here which does not comport with my personal experience.
