The word 'Sir' is usually given to someone for outstanding efforts in their chosen field, however this is ironically funny, since a person has little influence over their skin colour. Basically a racist term derived from a group of people aptly named 'The Bang Bros Crew'

Evil Ken is Ken Masters falling or submitting himself into the Satsui no Hadou (Evil Intent or Dark Hadou). There is no sign that Ken has been affected by the Dark Hadou as of yet. Evil Ken is not to be confused with Violent Ken, as Violent Ken was brainwashed by M. Bison(Vega in Japan).
Evil Ken has been given a sort of look in the MUGEN fighting game, made by Reu.

Name after US Army Major General Ken Dowd, who issued a regulation prohibiting soldiers in theater from going outside at night without a warrior companion to hold their hand. Hence, soldiers who didn't want to wake their roommates for a quick trip to the latrine had to go in a bottle.
