1. Said when you care about the outcome of a situation but want to say that your ok with whatever may come, but you accidentally show a little bit that you are totally angry about the situation.
2.Trying to play off that people should treat you like you are accommodating while passive aggressively edging in that you blame the other person for the outcome of a situation.
3. Can also be used blatantly to dismiss someone and show you don't give a shit about what they said.
4. Best used sarcastically to poke fun at passive aggressiveness in society and how terrible communication is when used in such a way - yet we can guess at what it means...
1) I really want to spend time with you but you are not calling me back so fuckin whatever.
2) That is sort of bullshit that they would do that, but fuckin' whatever.
3) Fuckin whatever;you know you should have told me this information earlier.
4)He did tell you that he wanted to meet you at at that time and location. I heard it. I heard him say 'fucking whatever'.

Insult used to undermine and embarrass others by way of nonchalance. Usually used as a defence or retaliation to their comment. Passive aggressive behaviour but with an extra kick

The "anniversary" that your significant other decides to celebrate every month you are together and you really don't remember (or don't care) what number month it is. Especially since you have been dating for less than a year.
As in:
"Can't go out this Friday. My girl is celebrating our whatever-versary and wants to spend time with me."
"Oh dude, how long have you been going out?"
"Don't know. Just whatever"

It's commonly seen in public discord servers.
