When one apologises to another, typically one of African-American origin, and promises to either 1. change what they did, or 2. not do what they did again, the second person would use this phrase to make sure the first understands that he doesn't have power.

I'm normally an 8 on the Kamina_Crayman straightness scale but that guy could easily move me up to a 6.
When someone uses an absolutist tone where it doesn't belong, like when talking about movies. A reference to the line from Revenge of the Sith; "Only a Sith deals in absolutes."
