This term, originated in the black community. The term refers to when welfare checks arrived - on the usual time of the month. Recipients would redeem their checks and have a "pocket full of money" and spend most of it that night, buying nice clothes ("threads"). The remainder would be spent on drinks for women at the clubs...in attempt to impress them.

Also known as an heir/ess...a multi-millionaire that did nothing of substance to earn their money and thusly has no idea how to spend it productively.
