23 19 is a reference used in monsters in for 'white sock'. The 23 is a W (which stands for 'white') because W is the 23rd letter in the alphabet and the 19 is a S (which stands for 'sock') because S is the 19th letter in the alphabet!
MONSTER 1: *leaves room not knowing he has a childs white sock stuck to his back
