It is 3 am in both China and Indiana, United States due to worldwide time.
The Department of Time regulates time travel, variants, timeline research and knowledge, time manipulation research & usage, time force by working with the Department of Defense. They also regulate time zones and anything that has to do with telling the time. They regulate intergalactic time and time differnces in relation to other planets. 6:00 on Earth while 12:00 on Mars or something at the exact same coordinates.
The Department of Time (DOT) sounds like the Department of Transport. Wait it regulates time travel? Well it may be similar I don't know.
Woman Time is when you either talk to woman for a certain period of time or do the devils tango. Also Woman Time is when your getting your social credit from spending or giving time with woman.

Big Time, from 1988, was Tom Waits' second live album, but it was his tenth release. Waits did a tour called Big Time which was taped and became a little known movie of the same name, and there was an album of the songs released. There are two new songs on the album, but all recordings of old songs are new. Falling Down and Strange Weather are the originals, though the latter was from the stage version of Frank's Wild Years. This is an amazing album, with beautiful versions of already perfect songs.
