Philadelphia slang for lollipop, especially the small ones that may be found at a bank. "Taffy" can refer to any smaller lollipop, including Dum-Dums, Tootsie Pops, Blow Pops, etc. Only the larger swirly ones are referred to as a lollipop.
Not to be confused with Saltwater Taffy that is found at many candy stores as well as down the shore.
Example 1: One of the neighbors gave me a taffy when I went trick-or-treating.
Example 2: They were out of taffies at the bank, and I really wanted one.
Example 3: This taffy tastes like bubblegum!

Another way to describe Shoosh, the polymerized Hash concentrate. Happy Taffy can also describe a very, very high end Bubble Hash as well. It's because of it's striking appearance of toffee and texture that is glassy and well, taffy. And because it gets you damn stoned. It makes you happy!
