Reasons for buying a low ranked account are that it takes 100 hours of unranked game time in order to access ranked and herald 1 star accounts are highly sought after for dunking on noobs.
Reasons for buying a high ranked account are multi-faceted. Some people think they aren't at the rank they are meant to be for whatever reason (some believe in the forced 50-50 myth). This gives the player a chance to play with higher ranked games for supposedly better quality games. This often results in a quick succession of losses, ruining most games they are in because they aren't at their appropriate skill bracket. Don't buy accounts, people. Please.
A famous account buyer is leopold, a herald ranked player (with a particular expertise in the hero, Undying), who bought account after account in the extremely high end of the immortal bracket and went on very long losing streaks.
People who provide the accounts for account buyers often come from poorer countries with economic strains; Russia is a prime example. A university student may find it very lucrative to boost up accounts for purchase as a side hustle whilst they study.
