Shortened way to say Off The Wall Tattoo. The difference between a rad tattoo and an OTW Tat is that a tattoo is on the flesh. An OTW Tat is something you liked so much you got the ink on yourself and then went the extra step and had the tattoo made into something permanent on things other then your skin.
