The name Tweety Bang came from Chinese-Korean idol Jang Wonyoung, who reinvigorated the popularity of this style during one of her photoshoots. She called it "Tweety Bangs" over a childhood nickname.
The "Tweety Bang" hairstyle has been used by both East Asian, South-East Asian, South Asians, Black people, and even Native Americans. It is not a hairstyle that specifically belongs to any race.
