Fiction is usually loosely based on reality and real people, it just adds exaggeration and misinformation to the point that it would never be legit in real life to anyone that didn't create it as anything but fiction.

A fictional character in a movie is usually a human, so the character is based on the behavior of someone somewhere, even if it's made more interesting or entertaining for the book/movie/medium of delivery.
