A noun describing the skin that attaches the scrotum to the penis.
While the penis is flacid and scrotum saggy, said skin is often seems very abundant in quantity thus resembling the front neck of a mature/ old dragon.
Often loose, hanging, saggy in nature with multible, vertical layers of skin.
This loose state of the genitalia is often caused by a warm, humid environment. Therefore it is most prone to appear in the heat of the summer or if you dress properly in winter.

Neck pain that derives from constantly looking down at your iphone, keeping the person from being involved in any social setting.
Chris is constantly saying words like, huh or what, because he can't keep up with conversations since he suffers from iphone neck, thus isolating him from a normal social life.

This means the same as the phrase " I'll be back " or " I'll return ". Neck is being used as a synonym or substitute for Return. If back is being used a as a synonym for return, neck should be considered equivalent because the neck area is on the posterior side of your body. The throat area is in the front and the neck is on the back of the body. Neck, back and your rear end (butt) are all on the posterior side of your body, they are all on the equivalent side of your body. Therefore they are all synonyms for return.
