1. Really useless public servants that have a job in state government and add no intrinsic value even when executing their duties of office/position, and are likely to contribute to costs due to their incompetence.
They would be less burden to the community if they were on federal unemployment benefits, but instead park their lazy butts in a position in state government way above their retarded abilities. Effectively this is what is called State sponsored welfare.
Particularly endemic within NSW Government, Australia. Think of most high ranking politicians and the ex-premier of NSW (Bob Carr). The cross-city tunnel project, de-salination plant debarkle, introduction of the pokie tax hikes, vendor tax, land tax, sydney bed tax, "code red" conditions in hospitals and numerous other rash ill-informed decisions that have cost NSW hundreds of millions of dollars for very little return.
1. Bob Carr, our premier, is on state sponsored welfare whilst he remains in office.

Stuck Up middle or high school cheerleader,especially one with loose morals.
Since athletes and cheerleaders are the first ones to "Pair Off", they usually wind up spitting out kids before any of their classmates. Their "firstborn" is usually conceived on the night of the prom, as their classmates point to her and say:"That's a Future Welfare Mom In Training"!

Opening the oven to check if there are any pots, pans, and/or Tupperware left inside before using it to cook. This is a reference to the common practice among European-Heritage Americans living below the poverty line to use the oven as a storage place when not in use.
I had to do a White Trash Welfare check so my MeeMaw didn't burn the house down like Mama did preheating that oven full of Tupperwares back in '82.

Attending college primarily to live off of student loan funds. The motivation for a poor person to become a professional student.
My parents are proud I'm going back to college for my masters degree, but the truth is that I can't find a job and am going on academic welfare.

When there is nothing in the house to eat so you have to eat scraps/the bare minimum for dinner
