It's the opposite of a "busy bee". It is said that the term originates from the story of an Indian boy who is residing in England during Christmas. The phrase alludes to the queer and or weird nature of a person that would lead them to being ALIENATED by society.
Because they're unseen before, uncanny, out of this world (hence the usage of alien) but in a very superstar, "It's not that i'm weird, it's just that you don't get it." type of way.
