Assumed to be old word (old for the under 30 crowd) describing a flirtatious, possibly promiscuous, girl; connotation leaning heavily toward flirtatious rather than promiscuous.
Originates in the idea that a flirty girl in a skirt (think 50s era) could flip her skirt up quickly to give the guys a view of her panties, as a tease, but in an overtly sexual rather than playful manner.
All the guys think she is dreamy because she is such a flipskirt flip skirt!

A term used by south korean rapper Park Chanyeol in the song, "Forever", from EXO's album, Ko Ko Bop. It's said to indicate that he is complimenting a girl on her skirt but truly, he is looking at her behind.

A term describing skirt or miniskirt worn very low on the hips, wherein the top of the skirt is low enough that it seems a certain amount of grooming of the naturally occuring hair in the lower area must have taken place (otherwise it would currently be on display). Thus, the person in question would have had a haircut on both areas in order to appear in public.
