This is a 'mangled metaphor'. It mixes up 3 idioms:
Piss on my leg and tell me it's raining
Piss on one's chips
Piss and vinegar
To deliberately and painstakingly go out of one's way to ruin a friend's chances of success. Usually done jokingly with reference to the opposite sex.
No way do I want you as my wingman. You would piss on my chips and tell me it's vinegar.

1) A reference to the motion picture film, "The Big Lebowski." The 'rug' in the expression refers to any coveted possession, tangable or ideological, regardless of whether or not it 'ties the room together.' Therefore, to hypothetically urinate on such a possession would be to corrupt and/or disgrace it; ruin it.
2) The act of actually urinating upon an owner's rug.
Jack: Hey man. Check out my new ride. I just got it yesterday and it handles like a dream.
John: Is the engine supposed to smoke like that?
Jack: You just pissed on my rug, dude.

A common phrase used in country victoria that refers to one getting fucking loose with their mates. Best used in past tense to truly describe a large and eventfull night out.
"Hey Morrey, what did you get up to on the weekend?
"Eddie! I was smokin cones & drinkin piss with garry lyon all weekend, was bloody elite"
Example.. a man or woman that meets an attractive person in their apartment complex that chooses not to get romantically involved because that's where she lives. Said person is not going to piss where they eat..
I don't piss where I eat
