When someone is changing or "hacking" established IT or some other processes without any formal knowledge of existing process. It is not just a "hack" is one of those: "let's see what happens if I press this red button" ! Term came up from watching western movies when the cowboys would come riding into the city and start shooting randomly without any true purpose.
