It is when you see something extremely gaudy and it makes you almost throw up. It's like black people and Mexicans putting 26 inch chrome rims on a Civic. It is so disgusting. If you see that very often in a certain part of town, it is called Bling City. It can also be called Little Mexico, the hood, or anywhere else there is absolutely no taste.

You see a tire shop selling all kinds of rims that only a few people actually like.
