Originating from video games, it stands for non-player character. It has a double-edged meaning:
To the person using the term, they are advertising that they have a better sense of perspective and understanding to the world than other people in society.
To everyone listening to that person use that term unironically, they know that the person has a massive empathy deficit and is at best woefully emotionally under-developed, and at worst a raging sociopath.
“What about this dude, Josh Smith?”
“Yeah… I had a quick conversation with him for a few minutes, and he used ‘NPC’ unironically.”
“Oof, that's bad. Maybe he's young?”
“He also referred to women as ‘females’.”

Npc or bot have the same meaning. This means a person who is considered a background character or an insignificant person who acts, talks or walks like an npc video game character. The meaning npc can also be literal, like an npc who is stuck in the matrix and does whatever is told to that person like an npc in a video game.
Kid 1: walks normally like a human being would. Kid 2: NPC NPC!!!!!!

A programmed character in a videogame that have reactions programmed into them.
Also used to describe people who blindly follow a group/group identity/ideology with such dogma it makes BTS stans look sane. They have no ability to think logically/rationally/critically. They regurgitate things they read in Facebook articles and spend a lot of their time on social media since they have nothing better to do (specifically Facebook).
