A lag in power getting to it's destination, where a black out would almost occure, but is averted at the last second. A dip in the ammount of power and quality being provided.

1. The act of defecating on oneself before making it completely to the toilet. Dirived from the term "Thrown out" (as in baseball), this term refers to the fact that one could not reach the toilet fast enough before they started shitting themeselves. Hence, the term "Brown out".
