1) When someone is mentally ill to the point of being unable to process something regularly.
2) A thing edgy 16 year old teenagers say they are in a poor attempt to be quirky.

Said to a friend, regarding a conversation where someone has just incoherently ranted for a long period of time and in multiple octaves about ideas that had no logical connection:
"Wow I didn't expect to get all insaned on."
