a new player, generally bad at whatever game they are new at.
if a new player is good at a game, they won't be called a "Noob" because they don't act like the majority.

some players are so bad at a game that they are called a "Noob" because that is basically their skill level.
if you are called a "Noob" only feel insulted when you aren't new to the game you are playing, because it is only an insult that way.

jerk: *gets killed* "NOOB!"
